What does the ECG signal on the home screen mean?

Your signal quality is a measure of the quality of the ECG reading at that point and time.  It lets you know the likely hood of detecting an accurate Heart Rate reading which translates into quality data.  If you see a reading of Fair or Poor, check your device placement.  It could also be a sign you need to change your electrodes.

Excess noise detected during exercise can also contribute to a Fair or Poor reading.
